Anaheim Public Utilities is governed by a locally elected five-member City Council, which is responsible for determining policy. A seven-member Anaheim Public Utilities Board, appointed by the City Council, serves as an advisory panel to the City Council on all utilities matters. Public Utilities General Manager Marcie L. Edwards is responsible for day-to-day administration and operation of the municipal utilities department. She reports to the City Manager.
